Nevada exchange promotes two longtime employees to leadership positions

CARSON CITY, NV – Two longtime employees have been promoted at the state agency, The Silver State Health Insurance Exchange (Exchange), including Janel Davis as new Chief Operating Officer (COO) and Katie Charleson as the new Communications Officer. The announcement comes shortly after former COO Ryan High was named the Exchange’s new chief executive earlier this year.

The Silver State Health Insurance Exchange is the state agency that operates the online health insurance marketplace, NevadaHealthLink.comthat connects Nevadans to comprehensive and affordable health and dental plans.

Before Davis assumed her role as COO, she served as Director of Communications for seven years, managing the Exchange’s marketing and advertising operations during the open listing and special listing periods. She also played a pivotal role in developing integrated communications strategies and outreach campaigns and worked closely with Nevada’s diverse media and journalist landscape. Prior to joining the Exchange, Davis worked in the Nevada State Legislature as a committee secretary on the Assembly Committee on Health and Human Services and Commerce and Labor, as well as education and transport committees. She graduated from the University of Nevada, Reno with a Bachelor of Arts in Communications.

As Chief Operating Officer, Davis will assist the Executive Director in establishing the Exchange’s strategic priorities in consultation with the agency’s board and staff. She will also oversee the Quality Assurance team and contracted call center team of over 50 people to ensure consumers receive appropriate and reliable registration support.

“After seven years in communications and marketing, I am excited to continue working at the Exchange and ensuring that all Nevadans have access to quality, affordable health insurance, Davis said. “As Chief Operating Officer, my top priority is making sure Nevadans can take advantage of free enrollment assistance and get the support they need to purchase health insurance with a plan that meets their family’s health and budget needs.”

Charleson has worked at the Exchange since 2019 as a Marketing Assistant and IT Analyst, where she supported the communications department through marketing strategy and monitoring systems within the NevadaHealthLink.com platform, in especially during peak hours such as during open registration. Now, as the new Head of Communications, she will manage communications efforts with the Exchange’s PR and marketing providers, including Abbi Agency, Marketing for Change and Ericka Aviles Consulting; and provide strategic oversight of internal and external communication messages.

“The work that the dedicated employees of the Exchange do is important and personal to me,” Charleson said. “I’m excited to become the new communications manager and lead strategic efforts to reach Nevadans with important messages about the exchange and registration.”
